Stripe support should be able to help you here, this is an account configuration that we can't do from the server. If they are still having trouble can you ask them to look in to enabling your platform to create payees?

Sorry to hear, as far as I know this should be a relatively straightforward thing to do once they understand the request.

Yeah looking like the only term I can still find for this is giving your platform a "payee designation" basically, allowing you to create accounts that don't directly take payments themselves but that you always send funds to.
