Gotcha so you are refunding for an amount $x.65 which is a special amount used for testing failed refunds specifcially

Yep refunds too as you can see in that doc:

To test a declined refund, create a partial refund with an amount ending with the following decimal values: 01, 05, 55, 65, or 75.
