That card was declined, and you are attempting to re-charging it multiple times. You should contact the customer to use another Card

You can open it in your Stripe Dashboard, or you can ask the owner of that Account/Payment to open it.
But just decline for that card, maybe you ay ask the card owner to reach out to their bank and see why it has been declined
