In test, I can specify transfers only for everything. In live, I have no choice. It requires payments for all countries and transfers is only available for US
But the issue is the docs say that in order to transfer to cross-border countries, you have to use the recipient agreement. But when I supply these params for a new express account, I get that error that transfers has to be enable on our platform account
It's like running in an endless circle haha
Have you talked to support about this before? There's a couple of things here that make me wonder if your account is in a weird state - it looks like you're in a beta, and I know there are specifical approvals needed with the recipient_only serveice agreement
If you share an example request ID for one of the failing requests in livemode that would help
yes, I reached out to them yesterday. Their response was to add the "card_payments" request to the api request, but that results in errors too because you cannot have the recipient agreement with card_payments enabled. I think I may have been talking to someone that didn't fully understand. Is there anyway you could help me get my account correct?
The full error states: "Your platform needs approval for accounts to have requested the transfers capability without the card_payments capability. If you would like to request transfers without card_payments, please contact us via https://support.stripe.com/contact."
^^ That actual request ID is what we need (and I'm hopping out, but @vagrant nymph is going to step in and help)

yep. ultimate goal is trying to onboard cross-border express accounts that we will be transferring funds too. This is because our platform account handles all purchases and then transfers the needed amount to all of our connect accounts, no matter where they are located in the world
Yep, got it. It looks like this will in fact need to be handled by our support team.
Your US-based platform should be able to create NZ-based Express accounts with the recipient service agreement + the transfers capability
Is there anyway to expedite this? It's pretty urgent on our end
