Do you have any more details? Did they share why they're so sure it's not part of 3DSecure? Do you have a Payment Intent ID I can take a look at?

So looking at that payment Intent we attempted to charge without 3DS initially, but in the network request to mastercard we got back a decline with codes that indicate this transaction would need to be retried with 3DS

ok, sounds like a legit "needs manual 3D secure verification" type situation
