I don't think there's a concept of applying "fees" on payouts as such
Can you elaborate a bit more about your use case like what charges are you using? what type of connect accounts?

I am using custom connect account.
I would like to apply 5% of the amount sent to the bank account.

I don't think there's a way to do this with Automatic Payouts.
With manual payouts, you might be able to use Account Debit feature and charge the fee before triggering the payout manually
