That will not be possible as 3DS1 is going to be deprecated and 3DS2 will be taken place: https://stripe.com/docs/payments/3d-secure

we don't want 3DS1 we just want to turn off 3DS2 for some of the transactions

I'm afraid it's not possible to control 3DS version, but you may decide to trigger 3DS manually with steps here: https://stripe.com/docs/payments/3d-secure#manual-three-ds
