Hello! Cross-border payouts and separate charges and transfers are not exactly the same thing. Can you clarify your question? Is there a specific thing you're trying to do, or are you seeing unexpected behavior?

Yeah, no problem:
I'm currently scoping out using Stripe Connect with my company's platform, and we're looking at the different charge types.
Because we're a platform that connects sellers of services with buyers (think Fiverr), there's a high likelihood that the buyer and seller will be in different regions.
There's also a chance we're going to use SCT charges, but after looking at the region limitation of them, we may not be able to use them. But, I'd like clarification here on what exactly those region limitations are 🙂
(and if we can use cross-border payouts to get around that)

The limitations are as stated in the docs. You may be able to use cross-border transfers, but I'm not the right person to help you with this as it's not a technical matter. The folks at Stripe support are better equipped to help you with this: https://support.stripe.com/contact
