Where are you trying to enter the coupon? Are you using a promo code somewhere?

That minimum amount doesn't correspond with what I'm talking about. That's the minimum amount required to redeem this Promotion Code into a Coupon (e.g., a purchase must be 1 EUR or more to work). It doesn't specify what the discount can be.
You need to create a different coupon that will result in your customer being charged at least 0.50 EUR. So the percentage off on the coupon cannot be 100%
It's a coupon to test in production the shopping process, cannot I to create that type of coupon? or another possibility to test it?
No. 100% coupons don't work with Checkout or Payment Links
