If you're using Stripe Tax, this is defined by the product & price, and you can use the upgrade/downgrade approach to modify the subscription:

Do i still need to apply tax during the upgrade? or the tax applied on the former subscription would be automatically applied to the new subscription?

That depends on how your taxes are set up. Are you defining tax rates or leveraging Stripe Tax?

I believe the Tax Rate you specify is persistent across the upgrade. Are you seeing something different when testing?
