"Complete" doesn't mean the same as "payouts enabled". You should make sure to follow the prompts that support gives you. If you have questions about how to fix your user's bank account, I would ask them there

Did you show them a screenshot of the Funds on hold message and ask them why it was showing there?

Yes i did, told me missing bank account.
But i just verified with the User and they the bank account is added.

Is there an API i can verify payout accounts?

Okay. Can you send me a screenshot of the Fund on hold message you're seeing? I also need to have the Connect account's account ID, which looks like this --> acct_abc123

Can you give the whole screenshot? The message references a "bank account above", but that part is cut off

It doesn't look like that account has an attached Bank Account.

You need to add a Bank Account to the Connect account in order for it to be able to be paid out

Yes that looks like they set up a debit card for payouts, so I'd ask support for clarification on the referenced "issue with your bank account above" -- the account holder might also need to reach out to support as this is an express account and their payout accounts are managed through the express dashboard.
