Great, so that subscription will charge 10 USD upfront and I must report the usage for the other metered subscription item ? If no usage is reported, no additional cost, is that right?

Yes, that's correct. Any usage will need to be tracked on your end. You would report these to Stripe as usage records: https://stripe.com/docs/api/usage_records
