We don't send emails in Test mode so you can't really test this
I don't fully grasp what you're describing though. what's "the custom flow"?
Stripe connect has three modes, Standard, Express, and Custom.
We're using the Custom mode
That's the account type in that case. So what matters here would be the charge flow. Are you using Destination Charges?

Looks like your account must be activated (ie, able to use live mode) to do this, then you need to use the email format prescribed
yeah, i'm thinking that's the issue. We've got a couple of "test" accounts we're using that aren't activated.
