Many users just learn to ignore the incomplete Payment Intents and create new ones for each visit by the Customer.

There is a beta program looking into shifting when Payment Intents are created but I cannot speak to that. If you want to be considered for it you should write in to Support:

I mean whether to defer the creation of the Payment Intent so that it matches the Card Element behavior
