In this scenario, do you only make Transfers to your Connected Accounts, or do you also explicitly control their Payouts?

There is a two step process here:

  1. You create a Transfer to the Connected Account
  2. Stripe creates a Payout for the Connected Account (which can include more than just your Transfer)

Sorry for the confusion, those step numbers were not part of the question, they were there to articulate that there are two steps to this process and that what the Payout includes may be more than just your Transfer.

Thank you for that clarification. With Standard accounts you as the Platform do not have control over the Connected Account's Payout settings, and are unable to influence the statement descriptor that is used for those.
