unfortunately, it's not possible to test payout.failed in test mode for your scenario. you can try to mock the event data and use that as a placeholder, you may want to reach out to Stripe Support to see if they're able to provide an example payout.failed event for you to refer to to create the mock event

no, that's not possible. A payout can only be canceled if it hasn't been paid out yet : https://stripe.com/docs/api/payouts/cancel
