I believe you can use an old payment method, but if it failed authentication previously it may do so again. Do you run into an error when you try to process with again with an existing payment method?

You see the failed authentication error again when passing the same Payment Method in a second time? If so, that sounds like the Payment Method is having troubles and you may need to collect details to create a new one.

Are you running into this behavior as part of your testing? Can you share the ID of a Payment Intent where you saw this behavior?
