Test emails are not sent by default. You have to navigate to the Invoice in the Stripe Dashboard and manually send an email in order to test that

No, you can't send test emails via the API. This will work in live mode, but not test mode. For test mode, you need to go to the Invoice in the Stripe Dashboard and manually send the email
