So let's say the tier is $5/month. You want to be able to still charge that but also change say $.50 per usage per month on top of the initial tier?

If that is accurate that sounds almost like a Flat Rate + Per Seat pricing model. We describe that approach here: https://stripe.com/docs/products-prices/pricing-models#flat-rate-per-seat
