Yes i think you'll need to write into Support (https://support.stripe.com/contact) to get more clarification here. We're focused on API integrations here and, as I said, I think your API call looks right to me. So I suspect there are some limitations coming from the accounts themselves. Support should be able to help identify them and suggest ways to correct the issue
