I'd need to see a concrete example to confirm. From the earlier example, I do not think as the Destination account's settlement currency is different than the presented currency.

Charge in EUR, Platform default currency USD, connected account default currency CAD

would on_behalf_of cause the EUR to be directly converted into CAD, so only 1 FX fee?

If the charge was in CAD, then yes. But since the charge is in EUR, not it would incur an FX. Again, please test this on your end.
