My question is can a payment method that was once detached be used again and attached to this customer again or a different customer?
Nope that's not possible

You can just reuse it for the same customer

can you elaborate more on the way to do it as in the docs it's mentioned that I can't re-attach that payment method to the customer again

Ah sorry yes, once the PaymentMehod is detached it can't be re-attached again:
https://stripe.com/docs/api/payment_methods/detach#:~:text=After a PaymentMethod is detached%2C it can no longer be used for a payment or re-attached to a Customer.

The only option, is to ask the customer to re-authenticated/add their payment method from the begining
