Not sure I follow your plan. If the transaction was rejected, there's nothing to retrieve.

You can ask the customer to contact the bank referencing the amount of the attempted charged and the exact timestamp.
if you contact our support team they should be able to get you the authorisation code for a specific payment.

no, since it's an internal detail of how the charge is processed and usually isn't needed
