That's correct if you want to offer a Corporate Card for your business.

If you would like to open a Corporate Card with a Credit Card Company then you don't do that through Stripe.

This is for providing Corporate Cards to your employees (or to your users if you use Connect)

Stripe can provide you with a credit card which you can then provide to your employees to spend funds out of your Stripe balance. Stripe does not supply a credit card where you then are provisioned a credit limit from an issuing bank and you pay off that balance. For that, you work directly with a bank.

Not sure what you mean by minimum amount to order cards. Yes, from your issuing balance — this is all detailed in the issuing docs that I linked above.

No you don't have to use Connect to use Issuing. Yes you can get one card and use it if you set up Issuing in your account.
