So this is a sepa debit PaymentIntent. Have you used the test account numbers listed here: https://stripe.com/docs/payments/sepa-debit/accept-a-payment?platform=web&ui=checkout#test-integration

Looks like you are using Custom accounts. We have some test account numbers you can use here: https://stripe.com/docs/connect/testing#payouts
