I see, I've found a balance tx that represents them, but can we associate it with a particular payout?

You can use this approach to see which Charges are included in a Payout, which should allow you to link it with the Balance Transaction representing the fee: https://stripe.com/docs/expand/use-cases#charges-in-payout
