I'm not aware of pre-built functionality for filtering shipping addresses like that, but I believe you may be able to use Radar for Fraud Teams to build custom Radar rules that block transactions based on their shipping address details.

Hmmmm that is interesting. I had concluded that filtering the shipping address would not be possible but I had not thought about using radar.
