2 ways, first quote is automatically generated thanks to Stripe API and then quote can be manually updated by Salesteam

Yes, we don't support adding a line item that shows the specific tax amount that was discounted due to the coupon. So the closest thing you could do is make note of this in the description/footer/header but those are the only customizable fields at this time and may just add confusion by putting this information there.

I can file a feature request internally for adding this tax disocunt as a line item
