I don't see a pricing for it here: https://stripe.com/pricing
However I would still confirm with Support, maybe there's exceptions for your region etc.

i don't know, from the stripe support it's said free form Billing paid customer, but i wont use it with billing

it's only to offer an interface to update the payment method

How are you planning to use the PaymentMethod if not for Billing?
