So the Platform account is a US account and from the request it looks like you're trying to use this: https://stripe.com/docs/connect/cross-border-payouts. US platforms sending funds to cross-border payouts destinations using a recipient service agreement, https://stripe.com/docs/connect/service-agreement-types#recipient and not full service agreement.
