Did you just activate the account? Is it possible to try making the request again?
I'm unsure. I'd assume you'd get a different error message then. Were you able to make the request again?
You're right..I do see that your card capability is inactive so it's returning this error.
That is correct, when card capability is active you'd then see Apple Pay.
