All of that is a pert of the Express onboarding flow anyway. Users will be required to provide verification documents for their account to be onboarded before they can start processing payments & payouts.

yes but now with the test account even if i donot submit any documents the payments and payouts are functioning

and there is no such validation on the onboarding page that without submitting any verification documents i can still create an express account

Well that'll be because you're using test data which simulated various verification outcomes for accounts. You don't need to provide verification documents in test mode.
