Just for some background I am with arenaclub.com and we use stripe connect express. I am just trying to figure out if treasury/issuing can be used to create a digital wallet for our users allowing us to confirm payment instantly and transfer assets instantly

No unfortunately not, you would need to re-onboard them. However with Custom you can pass the information without involving the user if you have the necessary info yourself.
