Unfortunately we don't currently support custom roles or testmode only team members at the moment. You may want to just create another account for dev purposes only and give those devs access to that account

Alright. Is there a way to prevent devs from accidentally using live keys, and doing transactions?

Not with a Stripe account configuration unfortunately. That would be a matter of keeping your keys separate and making sure they know what mode they are operating in
