i think the customer got this Mastercard prepaid card as a gift in USA and that the card does not have any personal data of the customer

Yes the PaymentIntent, requires 3DS authentication, now why the bank requested such a verification, I invite you to ask the customer to contact the bank issuer of that prepaid card.
