I see a "reject" account option, but I worry that won't delete the account (it might just block me from doing business with that account..? or downgrade some reputation metric associated with the user's email..?)

I'm afraid deleting account is not supported using Dashboard and can only be done via API.

Please also note that:

Accounts created using test-mode keys can be deleted at any time. Standard accounts created using live-mode keys cannot be deleted. Custom or Express accounts created using live-mode keys can only be deleted once all balances are zero.

Rejecting an account will only disable charges and payout, and not really deleting it

if my top up ($4K) isn't scheduled to arrive on the stripe side until ~ Jan 3, is there any way I can still send $3800 to a connect account for a user in Germany before January 1?

My stripe balance is currently $0 (haven't been using connect recently) and I want to pay a guy in Germany $3800 before January 1
