That response indicates the card used was declined.
Yeah I can read that too. but decline code says try again later
and this card is used by my client at different places and for long and he never faced issue
and he is recieving the issue here only
i can see the same error was came on 23rd too

so i am confused what could be the reson how to solve it

The card was declined for an unknown reason.
Ask the customer to attempt the payment again. If subsequent payments are declined, the customer needs to contact their card issuer for more information.
