Not immediately sure about the lack of protection, but it is ultimately up to the bank whether to request 3DS. So even when you ask the bank to prompt for 3DS sometimes they can still decide to not prompt for it. So if you set request_three_d_secure to any that is likely why it didn't happen
ok, but then shouldn't the liability shift be on the bank

Unfortunately I'm not finding much more on this in the docs. Can you send me the ID of one of these invoices? I can take a quick look but if I don't find anything there either, this will be a good question to take to our support team
they're using Apple Pay and I'm 99% certain it's fraud since the customer reached out.
