For #1 - I believe this is a bug, and you should write into support (https://support.stripe.com/contact) to see why those Issuing Cards don't have a tracking number.

and it also looks like I was wrong about us providing tracking for usps (I was under the impression we did, but it's possible that changed and you can still check with support if you want to confirm)

For #2 and #3 it looks like we rely on a combination of type and service to decide which carrier to use
