Radar rules sounds possible but I am not sure unless playing with it

What do you mean by 'playing with it'?

Create rule in Test mode and create Payment in Test mode, see if the rule can block the payment

For example you would want the Customer's name in the last statement.

I think one approach is making sure you have the Customer's name at metadata then call out the metadata value like: https://stripe.com/docs/radar/rules/reference#metadata-attributes
