Per the Doc yes charges_enabled and details_submitted should be enough to considered the account is good, but yes payouts_enabled indicates if they can receive Payout.

As we are using direct charges, the charge after deducting stripe fees, will be moved to connected account stripe balance and the payouts won't be handled by platform account for connected account, Right?
