customer.subscription.deleted will be sent as soon as the subscription is cancelled. What do you mean by "renew"?

Say a customer's subscription ends on the 30th and they cancel on the 15th, I still want them to have access to premium features until the 30th.

If the subscription is cancelled with on 15th, customer.subscription.deleted will be sent immediately.
If you schedule the subscription to cancel on 30th, then the event will be sent on 30th.
Ultimately, it depends on which date the subscription is cancelled with Stripe
