Do you have an ID of a payout that failed this way (po_123) I can look in to it to see what may be happening here

Just trying to find one now. I found the original information here: https://stripe.com/docs/connect/legacy-transfers?locale=en-GB

While this is legacy transfers, and we are using payouts, I imagine the: Generally limited to 3,000 USD per transfer otherwise claused applies to payouts too.

Ah gotcha, yes if you are doing instant payouts with a card as the external account that may be the issue here. If you reach our to our support team they may be able to help find out whether your platform can be enabled to do transfers of more than $3,000 here

That good to know, is there a way to trigger this error so we can at least code to catch the problem?

Have you already tried making an instant payout that is larger than $3,000 in test mode? The same restriction should apply there when that limit is passed

If it isn't I can look in to if there is more specific config to get that to happen
