we are in fact able to transfer to the account, just not initiate a manual payout (we are able to do this with other accounts that have been set up the exact same way). also, requirements are completely empty for this account.

unfortunately, the Stripe Support team has never been able to assist me properly. i'll reach out to our account rep.
also, not sure why this wouldn't be considered an engineering issue - the payouts and transfers are being initiated via api.
Yeah, there could be a couple of reasons and given that payouts_enabled is True and the transfers capability is active, Support would have to further look. If you can share the request id for when you created a manual payout, I can further look. Here's how you can find a request ID: https://support.stripe.com/questions/finding-the-id-for-an-api-request
