What do you mean by 'collect fees'?

When the user performs an instant payout there is supposed to be a 1% transaction fee for that instant payout. However when we tried instant payouts we saw that the user was given the full amount of the payout.

as an example

if they use instant payouts to payout $10 we would expect them to get 9 and 1 would go as a fee

so it sounds like what we would need to do is subtract the fee amount from the amount they are getting payed out. Then transfer that fee amount to our stripe account?
