The tax is being applied before the coupon is added i think

From our docs on rounding and discounts + tax-rates:

Discounts are usually applied before tax, but this isn’t always the case.

But it also says:
Stripe always applies discounts before exclusive tax.
So now I'm more confused because the Tax Rate is exclusive
