Yes, you can't do what you describe: take a direct payment on the connected account then on the platform without recollecting

Cloning payment methods only works downward from a platform to a connected account

If you want to use the payment method in both accounts, you'll need to collect it at the platform level

I think an important question is who the customer understand they are transacting with: you the platform or the individual dock owners?

I suspect destination payments will be a better fit here, but you know your business better than i do

This would allow you to always (and only) store customer and payment info on your platform, and transmit the appropriate portion of a rental fee to the connected dock owner account

Yes, in that case destination payments make a lot of sense -- you can take the initial payment on the platform (even if for the dock owner) and transfer automatically with the destination payment, and still use the setup_future_usage to save for later
