An account can be for an individual or a company. A company can have multiple Persons associated with it and each Person has an email. An individual account only has one Person.
The email property on Account is kind of the "account overall email" like a company email. The one associated with the Person is more the individual.
Which one to use is up to you

I don't know what you mean. There's nothing to "select", you write your own code for this

We're using custom accounts,

In this case I understand that Stripe is going to own that part of the process, and they're going to send out the emails
"Option 1: If you enable e-delivery through Stripe Express, connected account owners eligible for IRS filing receive emails from Stripe requesting confirmation of their tax information..."
That's for Express accounts as far as I know. But sorry I don't know much about this, this isn't about code. I'd recommend talking to our support team: https://support.stripe.com/contact/email
