You should use Accounts API to create a new Standard account: https://stripe.com/docs/connect/standard-accounts

It's possible to test payments flow without completing onboarding in test mode

This is for legacy OAuth onboarding and it's no longer recommended. It will skip the onboarding flow and no account information will be filled
