Are you using Connect and asking whether it's possible to collect a fee for the payments your connected accounts are collecting?

okay what about preauthorized holds, can we add a fee to that as well

for example if there was a preauthorized hold of $100, can we add a $1 fee to that

When you say "preauthorized hold" are you referring to separate auth and capture (where you auth $100 and then capture it later)?

Yes, you can add a fee to that - but the fee won't be given to you until it's been captured
